OMMA's 2026 legislative update reports a measure (HB 3519) that would replace the commercial grower bond with a $2,000 land reclamation fee. Congress revised the federal definition of hemp in late 2025, with changes scheduled to take effect in November 2026 that narrow the market for intoxicating hemp derived products. State and county hemp bond rules are unchanged. Read the page
The Division of Cannabis Control's guidance under Ohio Adm. Code 1301:18-3-08 confirmed bond or escrow amounts from $50,000 to $750,000 by license type and that a dual use licensee needs only one bond per license. Read the page
Senate Bill 494 replaced the $300,000 minimum with a formula of up to two percent of prior year purchases, $20,000 minimum and $1,000,000 maximum. Read the page
